CMS Issues Proposed Rule to Revamp Meaningful Use in 2019

CMS Makes Good On Their Promise To Overhaul The Meaningful Use Program

CMS signaled its intent to fulfill their promise to overhaul the Meaningful Use program with the 2019 IPPS proposed rule.  The rule proposes to change the name to the “Promoting Interoperability” program and institute changes that CMS says would decrease cost and provider time burden.  The rule proposes to include requirements for providers to use the 2015 Edition certified EHR technology in 2019 to qualify for incentive payments.  Significantly, the 2015 Edition of Health IT Certification Criteria requires certified EHRs to demonstrate the ability to provide a patient-facing app access to the Common Clinical Data Set via the use of an API.
